I think they should just merge Pacific Insurance with OAC, and inject both OAC and Great Eastern into Pacificmas. This will also meet BNM's requirements of them reducing stake in GE and at the same time solve the shareholders spread problem of Pacificmas.
What's the point of trying to find a buyer for Pacific? Maybe that's why BNM rejected them?
